The Council has published its common position (EC) No 37/94 of 27 July 1994 with a view to adopting a Council Regulation on substances that deplete the ozone layer. The Council Regulation aims at completing and systematizing the Community's legislation in the field of ozone depletion. It introduces the provisions necessary to ensure the observance of the commitments taken by the Parties to the Montreal Protocol under the second amendment to the Protocol (Copenhagen Amendment), as well as provisions relating to the recovery and avoidance of leakages of controlled substances. In its common position, the Council decided on stricter standards than those provided for under the Copenhagen Amendment, in particular as regards chlorofluorocarbons (CFCs), hydrochlorofluorocarbons (HCFCs) and methylbromide. HCFCs may, however, be used for laboratory purposes, including for research and development.
