The European Council met to discuss general affairs on 31 October 1994 in Luxembourg. The meeting was presided by Mr. Klaus Kinkel, Foreign Affairs Minister of Germany. The Council discussed relations with the countries of Central and Eastern Europe, in particular with regard to the future orientation of the PHARE programme and cooperation in the field of culture, youth, education and information. Measures for implementing the Commission's White Paper were also discussed, with particular relevance to the completion of the internal market, the quantitative and qualitative development of research, the financing of large infrastructure networks, the realization of the information society, improvement in employment systems, and the relationship between growth, the environment and employment. In the field of cooperation, the Council adopted a Decision authorizing the Commission to negotiate a bilateral agreement with Switzerland in the field of research and technological development. In addition, a Decision was adopted on the implementation of a Community information system on domestic and leisure accidents (EHLASS) for 1994-1997, and a Directive was adopted concerning the use of dangerous substances.
