The European Commission, DG XII, has published an advance notice of the call for proposals for the specific programme of research and training in the field of nuclear fission safety (reactor safety, waste management and radiation protection) (1994-1998): 1. On 1 December 1994, the Council of the European Union reached agreement on a specific programme of research and training in the field of nuclear fission safety (1994-1998). The programme text is currently undergoing final language checking, prior to its formal adoption and publication in the Official Journal of the European Communities. This advance notice is being published in order to speed up the implementation of the programme and to give researchers adequate time to prepare their proposals. Once the programme has been formally adopted, the Commission of the European Communities will issue the formal call for proposals, expected to be published in the Official Journal of 16 January 1995. Researchers intending to submit proposals should note that the Commission intends to confirm the deadline(s) for proposal submission indicated below when the formal call is published. The research and training areas and topics will be addressed, for the most part, in shared-cost projects, in conformity with the rules for implementation set out in Annex III of the Decision on the specific programme. 2. The Community's contribution to shared-cost R&D projects will not normally exceed 50% of the total eligible costs and shall be progressively lower the nearer the project is to the market place. Those universities and other institutions which do not have analytical budget accountancy will be reimbursed on the basis of 100% of the analytical costs. As a general rule, projects should involve at least two legal entities from different Member States. 3. The Community will also contribute to concerted actions and thematic networks for the areas of the programme. Community support could generally cover up to 100% of the coordination costs. Community funding for accompanying measures may cover up to 100% of the costs of these measures. These activities are subject to a call continuously open from the date of this call up to 12:00 on 1 November 1997. 4. Information given to the Community relating to a proposal application or the contract will be treated in confidence. Detailed information about procedures for the submission of proposals (information package, work programme and application forms) as well as the contract model that will be established with successful proposers are available on request from the Commission's services. 5. The technical areas covered by this call for proposals are as follows: Area A: Exploring innovative approaches: A.1. Conceptual reactor safety features; A.2. Fuel cycle concepts, in particular partitioning and transmutation (P&T); Area B: Reactor safety, severe accidents: B.1. In-vessel core degradation and coolability; B.2. Ex-vessel corium behaviour and coolability; B.3. Source term; B.4. Containment performance and energetic containment threats, supplementary safety related activities; B.5. Supporting activities (accident management measures, ageing phenomena); Area C: Radioactive waste management and disposal and decommissioning: C.1. Safety aspects of waste disposal; C.2. Underground research laboratories; C.3. Research on basic phenomena; C.4. Decommissioning of nuclear installations; Area D: Radiological impact on man and the environment: D.1. Understanding radiation mechanisms and epidemology; D.2. Evaluation of radiation risks; D.3. Reduction of exposures; Area E: Mastering events of the past: Consequences of Chernobyl and other radiation accidents: E.1. Recognition and amelioration of health effects; E.2. Restoration of severely contaminated territories; E.3. Management and disposal of radioactive waste; E.4. Emergency management approaches, cooperative networks; E.5. Data management; E.6. Public information.
