Council Decision on controlled thermonuclear fusion
The European Council has published its Decision of 8 December 1994 adopting the specific programme of research and training in the field of controlled thermonuclear fusion (1994-1998) (94/799/Euratom). The Decision fixes the amount deemed necessary for carrying out the programme at ECU 794 million, including a maximum of 17% for staff and administrative expenditure. The Decision also establishes the procedure for the Commission to systematically monitor the progress of the programme in relation to its objectives and whether these objectives are consistent with a changing situation. The Decision contains the scientific and technical objectives and content of the programme, the specific rules for implementing the programme, as well as an indicative breakdown of the budget. Unlike other RTD specific programmes undertaken by the European Union, the specific programme on controlled thermonuclear fusion will not proceed by means of calls for proposals. In addition, due to the long-term objectives of the programme, a work programme will not be published.
