Call for proposals for the specific programme for nuclear fission safety
Following the Decision by the Council adopting a Framework Programme of Community activities in the field of research and training for the European Atomic Energy Community (1994-1998) and the Council Decision on the specific programme for research and training for the European Atomic Energy Community in the field of nuclear fission safety, the European Commission is inviting proposals for research, training and other related activities. In conformity with Annex I of the Decision on the specific programme, a work programme has been drawn up setting out the detailed objectives and types of projects to be undertaken and the financial arrangements to be made for them. Consortia of organizations eligible to participate in the programme are invited to submit proposals for those areas and topics which are summarized below and specified in the information package mentioned below. The research and training areas and topics will be addressed, for the most part, in shared-cost projects, in conformity with the rules for implementation set out in Annex III of the Decision on the specific programme. The Community's contribution to shared-cost R&D projects will not normally exceed 50% of the total eligible costs and shall be progressively lower the nearer the project is to the market place. Those universities and other institutions which do not have analytical budget accountancy will be reimbursed on the basis of 100% of the analytical costs. As a general rule, projects should involve at least two legal entities from different Member States. Project proposals for research and training must arrive at the Commission, at the address given below, by 20 March 1995 (12.00) for an evaluation in spring 1995 or by 28 February 1996 (12.00) for an evaluation in spring 1996. The Community will also contribute to concerted actions and thematic networks for the areas of the programme. Community support could generally cover up to 100% of the coordination costs. Community funding for accompanying measures may cover up to 100% of the costs of these measures. These activities are subject to a call continuously open from the date of this call up to 1 November 1997 (12.00). Information given to the Community relating to a proposal application or the contract will be treated in confidence. Detailed information about procedures for the submission of proposals (information package, work programme and application forms), as well as the contract model that will be established with successful proposers, is available on request from the Commission's services. Fuel cycle concepts, in particular partitioning and transmutation P&T; Area B: Reactor safety, severe accidents: B.1. In-vessel core degradation and coolability; B.2. Ex-vessel corium behaviour and coolability; B.3. Source term; B.4. Containment performance and energetic containment threats, supplementary safety related activities; B.5. Supporting activities (accident management measures, ageing phenomena); Area C: Radioactive waste management and disposal and decommissioning: C.1. Safety aspects of waste disposal; C.2. Underground research laboratories; C.3. Research on basic phenomena; decommissioning of nuclear installations; Area D: Radiological impact on man and the environment: D.1. Understanding radiation mechanisms and epidemiology; D.2. Evaluation of radiation risks; D.3. Reduction of exposures; Area E: Mastering events of the past: Consequences of Chernobyl and other radiation accidents: E.1. Recognition and amelioration of health effects; E.2. Restoration of severely contaminated territories; E.3. Management and disposal of radioactive waste; E.4. Emergency management approaches, cooperative networks; E.5. Data management; E.6. Public information.
