The European Council and the Commission have published their joint Decision of 19 December 1994 on the conclusion of the Europe Agreement between the EU and Romania.

The Agreement includes provision for economic cooperation in:

- Science and technology;
- Education and training;
- Energy;
- Environment;
- Transport.

The Agreement recognizes that the Community and Romania wish to strengthen links and to establish close and lasting relations, based on reciprocity, which would allow Romania to take part in the process of European integration, thus strengthening and widening the relations established in the past.
