A proposal for a Council Decision on the harmonization of the international telephone access code in the Community (COM(91) 165), submitted by the Commission on 23 May 1991, establishes the standardized international telephone dialing prefix "00" while allowing for transition periods for integration of the change into planning for numbering development, taking account of the specific national situations. The code shall be introduced by 31 December 1992 at the latest, except where technical, financial, or organizational difficulties make this impossible, in which case the Member State shall submit to the Commission a new introduction date which shall not be later than 31 December 1998. In all cases, Member States shall ensure that the "00" number range is freed from other uses by 31 December 1995. Special dialling arrangements for calls between adjacent locations across borders between Member States may be established or continued.
