Technical services relating to the implementation of the Third Activity of the Fourth Framework Programme
The European Commission, DG XIII, has published an open call for tender for technical expertise services relating to the implementation of the Third Activity of the Fourth Framework Programme for RTD activities (1994-1998). The Third Activity relates to the specific programme for the dissemination and optimization of the results of activities in the field of RTD, including demonstration, under the Fourth Framework Programme. The expertise concerns the following four areas: - Area 1: . Creating a financial environment favouring the diffusion of new technologies; . Promotion of innovation management techniques; . European networks and services; - Area 2: . Regional actions and support of science parks; - Area 3: . The Relay Centre network; - Area 4: . Technology validation projects and technology transfer projects; . Protection and exploitation of RTD results and demonstration. Within these areas, the following activities may, inter alia, require technical expertise services: - The launching of new instruments and tools; - The development of methodologies, practices and evaluation criteria; - The setting-up of training programmes; - The animation of networks; - The exchange of experience. The four areas and the related activities correspond to four separate lots under the call. The purpose of the call is the conclusion of contracts with one or several external organizations which have the ability to provide technical expertise services for each of the following four lots: - Lot 1: . Analysis in the field of finance, especially financing of new technology-based firms and innovation finance; . Technical analysis of innovation management; . Expertise services in technical or management consultancy or technology transfer; - Lot 2: . Analysis in the field of technology-based regional development; - Lot 3: . Analysis in the field of telecommunications, database management and informatics application to link the Relay Centres throughout the Community; . Expertise services in innovation, technology transfer and exploitation of research; - Lot 4: . Expertise services in the field of project management in the industry or consultancies; . Technical support and expertise in intellectual property rights' aspects of industrial projects; . Expertise in information systems and project management tools.
