Results of consultations on telecommunications Green Paper
The European Commission adopted on 3 April 1995 the report on the results of the consultations on the Green Paper concerning the liberalization of telecommunications infrastructure and cable TV networks. Several hundred organizations, companies and associations, including trade unions and user and consumer organizations, took part in consultations on the Green Paper in Brussels. Over 100 written submissions were also received. The consultations produced widespread support for the liberalization proposals and programmes of the Commission in the telecommunications sector. The consultations demonstrated the wish for the Commission to present, as soon as possible, its package of proposals on the regulatory framework which encourages dynamic competition and promotes interconnection and interoperability. In particular, the consultations re-emphasized the need for effective measures in the key areas highlighted in the Green Paper. These are: - Licensing; - Interconnection; - Financing universal service in a competitive environment; - Full and effective implementation of competition rules. Above all, the consultations showed that there is general agreement on the need for a transparent and predictable regulatory framework across the EU to allow for effective competition, particularly on the issues of universal service, interconnection and licensing. The Commission believes that the consultation process has established a clear consensus around the main proposals put forward in the Green Paper.
