The European Commission, DG I, has published a call for proposals for cooperation between media professionals, institutions and organizations in the Member States of the European Union and those of the Mediterranean non-member countries via networks. As part of the European Union's policy to create a Euro-Mediterranean Partnership, the European Commission's Directorate-General for External Economic Relations has developed the MED-MEDIA programme to promote decentralized cooperation between media professionals, institutions and organizations in the Member States of the European Union and those of the Mediterranean non-member countries (MNCs). These are: - Algeria; - Cyprus; - Egypt; - Israel; - Jordan; - Lebanon; - Malta; - Morocco; - Syria; - Tunisia; - Turkey; - The Occupied Territories. The programme is intended to supplement existing measures in the field of development cooperation with the MNCs. Following a pilot phase in 1993/1994, the MED-MEDIA programme entered its consolidation phase in 1995. The present call for proposals aims at selecting cooperation projects to be co-financed by the European Community starting in February 1996. The activities of the cooperation projects can stretch over two years, subject to an evaluation at the end of 1996. MED-MEDIA has two principal aims. These are to: - Raise the professional media standards and the working conditions of media professionals in the MNCs; - Enhance mutual understanding of media professionals in the MNCs and the EU on a north-south as well as on a south-south level. To this end the programme aims at: - Helping create or strengthen trans-Mediterranean cooperation networks between EU and MNC media professionals, institutions and organizations; - Fostering the development of contractual partnerships and the establishment and development of lasting links between partners in the networks; - Encouraging the exchange of know-how and experience in all forms of media enterprise. The MED-MEDIA programme is open to networks of media professionals, public media institutions and private sector media organizations in the EU and in the MNCs. Networks must involve at least one MNC partner and at least two partners from two different EU Member States. Networks involving more than one MNC partner or led by an MNC partner are particularly encouraged. Networks which have taken part in the pilot phase and the consolidated phase may submit proposals to continue their work. Projects must involve hands-on cooperation by MNC and EU television, radio and written press professionals. The following activities are eligible for Community financing: - Journalistic, technical and media management training; - Exchanges of media professionals; - Co-productions; - Distribution; - Seminars, workshops and media events. Proposals should demonstrate specific objectives and a detailed work programme.
