The European Parliament has published an invitation to tender relating to its communications and information policy. With a view to bringing the Parliament closer to individual citizens and enabling it to play a part in the development of the European Union, there is a need for a communications policy to: - Illustrate the influence of Parliament and its Members on decisions of the Union; - Make people aware of the practical impact of the exercise of the right to vote on their daily lives; - Enable individuals to achieve participation in the decisions of the Union and of its Parliament. The tender concerns the following tasks: - Taking account of Parliament's present public image and the need to enhance it by an appropriate communications strategy and measures to achieve the objective, information has to be assessed in terms of: . The impact of the activities of Parliament and its Members on public opinion; . Content, with regard to particular subjects and reports on Parliament's work (plenary sittings, work in committees and delegations, etc.); . Communications: the image projected in the information distributed by Parliament and reported in the press and on radio and television; - Finding ways of improving or modifying Parliament's current information activities and machinery, especially in the following areas: audiovisual policy (technical assistance, co-production and production); priority should be given to stepping up activities in this sector because of its public impact; there should be close cooperation with the Commission's audiovisual department on developments in this area; publications policy: publications produced centrally or locally: . Infomemo (for accredited journalists in particular: background reports and new bulletins on the work of Parliament bodies); . The twice daily report in 11 languages on Parliament's debates and deliberations; . Publications concerning the part-sessions (advance briefings and reports after the event); . The monthly newspaper in 11 languages on Parliament's activities; . General brochures and brochures on particular subjects published centrally or locally; . Visitors' programmes and their public impact; - Considering ways in which Parliament and the Commission could work together in various areas of information and communications. In carrying out its tasks, the company must: - Keep Parliament's work and decisions under review with regard to: part-sessions, committee meetings and activities of interparliamentary delegations; - Take account of the deliberations of the Bureau and the Conference of Presidents in their areas of responsibility; - Sound out the views of the press and broadcasting industry on their objectives and requirements; - Sound out the views of the main operational services of the Directorate-General for Information and Public Relations.
