The European Commission, DG XXI, has published an invitation to tender relating to the TRANSIT project of the IDA programme (Interchange of Data between Administrations, Customs and Indirect Taxation sector). The TRANSIT computerization project aims at improving the manual customs procedures for goods which are entered to Community/common transit procedures. Its goal consists in strengthening and modernizing the means of customs control in the context of the single market and the EFTA countries, and reducing those possibilities for fraudulent operation inherent in the existing paper-based system. The aim of the invitation to tender is to sub-contract the construction and pilot implementation phase (phase 2) of this project. The phase falls roughly into three sub-phases: set-up; design, build and test; and pilot implementation. The preparation of the transition to a fully operational service, in the subsequent phases of the project, will take place throughout. The work to be sub-contracted is divided into three lots: - Lot 1: Technical design, construction of common domain services (network and communications) and standard transit application, support of pilot implementation in several countries; - Lot 2: Plan and coordination of the set-up sub-phase of phase 2 and quality assurance; - Lot 3: Management of the project's relationships with both IT and customs people within the participating countries and the Commission.
