The European Commission, DG XIII, has published an invitation to tender for the selection of research bodies and centres (including the Joint Research Centre (JRC)), universities or undertakings to provide scientific and technical services to support the European Commission in carrying out activities for the dissemination and optimization of R&D results within the framework of a competitive approach. The activities to be carried out within the framework of a competitive approach are specified within the Fourth Framework Programme. Within this framework, DG XIII is inviting tenders for the provision of scientific and technical services which will facilitate the validation, adaptation and technology transfer of the research results and technologies (mainly resulting from the research activities of the JRC) whose intellectual property rights belong to the Community. These services will contribute to the promotion of methods, techniques and instruments and should make it possible to overcome barriers to the exploitation of research results and technology transfer in certain strategic sectors. The required services are subdivided into the following lots: - Lot 1: feasibility study aimed at the mobilization of resources for the exploitation of R&D results concerning the use of the biomass; - Lot 2: feasibility study for the development of a resource technology facility to support drug design and molecular modelling; - Lot 3: definition, design and prototyping of a packaging system for the dissemination of EMLS radar signature reference data; - Lot 4: definition, design and prototyping of a ferroelectric LCD display; - Lot 5: design, implementation and testing of an adaptive holographic display prototype; - Lot 6: state of the art on high compression coding techniques, including: . Lossless compression techniques; . Fractal compression techniques; . Adaptive non-linear wavelets lossless compression techniques; - Lot 7: definition, design and prototyping of an embedded video storage; - Lot 8: definition, development and prototyping (including hardware and software) of a microcontroller and SCSI link; - Lot 9: definition, design and prototyping of an innovative solar thermal system with large surfaces, on the basis of the results obtained in the JRC; - Lot 10: design, configuration, testing and evaluation of a mobile platform for interactive remote surveillance; - Lot 11: definition, design and prototyping of a phase doppler anemometer; - Lot 12: reorganizing, updating and extension of information on the ECDIN database on chemical substances; - Lot 13: provision/implementation of a set of European sensitive electronic multi-layer thematic maps and of a set of meteorological indicators; - Lot 14: development of a graphical user interface for the computer code REACFLOW dealing with the numerical simulation of gas flows undergoing chemical reactions; - Lot 15: definition, design and prototype for the extension of CORDIS to a multimedia document management service; covering multimedia document aspects (content, preparation, editorial, integrity, quality) of both the production system and delivery servers of the existing service; - Lot 16: definition, design and prototyping of advanced user interfaces and delivery channels for the CORDIS multimedia document delivery systems. This will be primarily oriented towards the Internet; - Lot 17: feasibility study and experimental prototypes for the advanced user productivity of CORDIS; covering aspects such as improved retrieval methods, automatic indexing and thesauri, with emphasis on methods that aid cross-lingual document searches; - Lot 18: feasibility study and experimental prototypes for the CORDIS R&D global information area; providing users with access to the widest range of R&D information, either within, or accessed via, CORDIS.
