IDA programme: services in the areas of public health and the internal market

The European Commission, DG III, has published a call for tenders within the framework of the interchange of data between administrations (IDA) programme. This call for tenders includes two lots. The first lot pertains to services within the area of public health. Public health authorities have responsibility for preventing disease and promoting health. This requires monitoring of the state of health of populations, the spread of disease and the outbreak of epidemics. The objective of the foreseen services will be to enhance the effectiveness and efficiency of these authorities in Member States by creating cost-effective and user-friendly telematic networks linking them together. These networks should, notably: - Permit the transmission and reception of well-structured health- and disease-related information in good time in a reliable and cost-effective manner; - Enable the health authorities concerned to consult one another concerning countermeasures and coordinate their responses in good time; - Provide access to databases held at various centres and allow their update. The services required in this sector are broken down as follows: - Lot 1.1: Setting-up of a warning system for the exchange of information related to communicable diseases (ref. IDA - 083.01/01/DISEAS); - Lot 1.2: Setting-up of a system for the exchange of health and disease related information (ref. IDA - 083.01/01/HLTHMN). Each sub-lot requires the definition of existing user requirements and the development and implementation of the systems thereby defined, to provide telematic services of messaging, file transfer, database access, and directory for the 15 Member States, the European Commission and up to five relevant international organizations. The provision of security services to offer confidentiality, integrity and authentication mechanisms and the provision of the necessary training, documentation, support and maintenance are also required. The second lot under this call for tenders concerns the RESMA pilot project and involves the setting-up of a telematic system for the Office for Harmonization in the Internal Market (Trademarks and Designs) (ref. IDA - 097.01/02/Pilot). The pilot system should allow the exchange of formatted documents and electronic mail between competent authorities in the Member States, the European Commission and the Office for Harmonization in the Internal Market (Trademarks and Designs).
