The European Commission has published a proposal for a Council Regulation amending Regulation 1973/92 establishing a financial instrument for the environment (LIFE). The proposal amends the Regulation to take account of adjustments required for the continuation of LIFE activities beyond its first phase which will conclude on 31 December 1995. In this context, the extension of the Regulation for a second phase, ending on 31 December 1999, is provided for. The amendments take account of experience gained during the first phase which highlighted the need to: - Concentrate efforts by reducing the areas of activity likely to benefit from Community financial aid; - Simplify management procedures; - Define more clearly the selection and evaluation criteria for these activities. They also provide for the extension of the LIFE instrument to the associated countries of central and eastern Europe.
