The European Commission, DG XI, has published an open invitation to tender for a technical assistance contract relating to emissions from engines to be installed in non-road mobile machinery. The Commission has just adopted a proposal for a Parliament and Council Directive relating to the measures to be taken against the emission of gaseous and particulate pollutants from internal combustion engines to be installed in non-road mobile machinery. This proposal, as it stands, covers compression-ignition engines only. Nevertheless, the relevant background investigation carried out in respect of air pollution coming from the non-road sector as a whole has proved that a need also exists for future legislative action to regulate emissions from mobile sources, other than those currently covered, in particular from mobile machinery equipped with spark-ignited (mostly gasoline) engines. The purpose of the contract is to provide the Commission services with independent information in respect of state-of-the-art and advanced emission technology relating to such engines. Additional advice will be sought due to pending minor adaptation work on the new directive in respect of requirements relating to compression-ignition engines. The Commission, therefore, wishes to establish a technical assistance contract, with a contractor competent in the field of emission-testing of both compression-ignition and spark-ignition engines, in order to develop and validate the technical basis underlying future policy development. Applicants will be required to demonstrate: - Proven experience of all relevant technical issues relating to engine emissions as well as proven knowledge and experience of legislative requirements in force for motor vehicle engines in Europe, USA and Japan; - Proven knowledge and experience in respect of compatibility/correlation investigations of the various engine emission test procedures laid down by such legislative requirements; - Proven knowledge and experience in respect of engine emission testing in accordance with standards in development by international standardization organizations (ISO 8178); - Proven network of contacts with organizations and experts working in the area of engines and vehicle emissions.
