The TACIS Annual Report for 1994 has recently been published by the European Commission(60 pages). This gives an overview of activities carried out in Central and Eastern Europe under the Community's TACIS programme which provides grant finance to support the New Independent States and Mongolia in their attempts to develop societies based on political freedoms and economic prosperity. TACIS provides know-how from a wide-range of public and private organizations, which allows experience of market economies and democracies to be combined with local skills. It also acts as a powerful catalyst by unlocking funds from major lenders by providing pre-investment and feasibility studies. In the first four years of the programme's operation, up to 1994, TACIS has committed ECU 1,757 million to launch over 2,000 projects. The main priorities of TACIS funding include: - Public administration reform; - Restructuring of state enterprises and private sector development; - Development of transport, telecommunications and energy infrastructure, nuclear safety and environment; - Building an effective food production, processing and distribution system; - Developing social services and education.
