TACIS programme - 1995 Annual Report
The European Commission, DG IA, has published the 1995 Annual Report on the TACIS programme which provides technical assistance for the New Independent States of the former Soviet Union and Mongolia. The report covers all major developments in the programme during 1995, the fifth year of operation for the TACIS programme. On a financial level, TACIS committed funds totalling ECU 511 million during the year, bringing total commitments during the programme's operation to ECU 2,268 million. A major development for TACIS has been the signing of Partnership and Cooperation Agreements between the Community, its Member States and the New Independent States. These Agreements cover cooperation in the political, commercial, economic and cultural spheres, and the TACIS programme has a vital role in their implementation. Partnership and Cooperation Agreements have been signed with nine of the 13 TACIS partner countries, and interim agreements covering the trade aspects have been signed with the Russian Federation, Ukraine and Moldova. The report notes that 1995 was the final year of the second TACIS programming cycle. As a consequence of changes within the Commission's structures, the TACIS management has since been reorganized and its monitoring and evaluation teams restructured. Other developments include the use of more multi-annual programming, allowing longer-term planning. Important developments in the next programming cycle will include more support for SME joint ventures between the Community and the New Independent States and for small-scale infrastructure projects.
