The European Commission, DG XXI, has published an invitation to tender for the carrying out of a pre-analysis study related to the setting up of a data communication network in support of drugs prevention in the PHARE countries. On the basis of the 1988 UN Convention against illicit drug traffic, Council Regulation 3677/90 introduced measures to control the use of chemicals which could act as precursors in the production of illicit drugs. The European Commission, supportive of the commitment to regional and international co-operation on this issue made by the G7 Chemical Action Task Force, has also launched a pilot programme to assist the PHARE countries in drafting legislation and developing training measures in this area. The mandate for this programme envisages, in particular, the creation of an administrative infrastructure capable of managing and implementing future legislation, and of establishing operational links on an international basis. However, the PHARE Regional Conference on Drugs Precursors (6/1995) identified the lack of communication facilities as being a major obstacle to the establishment of a suitable infrastructure. Consequently, the European Commission has decided to conduct a pre-analysis study covering: - Fact finding missions to the competent authorities in each PHARE country in order to: . Draw up an inventory of existing computer infrastructures used by the authorities; . Identify the communication needs within the framework of drugs precursor policy; . Determine how the above needs could be satisfied; - Consideration of the feasibility of establishing a pan-European data communication network, with e-mail facilities, to interconnect the authorities of the PHARE countries and to establish a link with their counterparts in the EU (including issues related to data protection, confidentiality and other relevant aspects).
