The Council of European Ministers met on 23 October 1995. Among the issues discussed was the development of EURO-ISDN as a trans-European network and an element of "universal service". The Council modified its earlier common position on the proposed Council Decision laying down guidelines for the development of ISDN, accepting all the amendments introduced by the European Parliament. The proposed Decision aims to ensure proper coordination between the Member States and the economic agents responsible for creating the basic infrastructure, with a view to guaranteeing harmonization in the introduction of ISDN services. The objective is to implement EURO-ISDN in a manner which ensures: - The availability of a range of basic services, taking account of implementation, at a later date, of a European network of integrated wide band communications; - Total geographical coverage in all the Member States, taking account of market needs, in particular the desirability of facilitating access of peripheral regions to the rest of the European Union with the help of EURO-ISDN.
