The European Commission, DG XIII, has published a call for expressions of interest from potential evaluators/auditors in connection with the evaluation of the ACTS second call for proposals and the technical audit of ACTS projects financed under the first call for proposals.

Following a successful first call for proposals which established the basis of the ACTS programme, the European Commission launched a second call which was published on 15 September 1995. The evaluation of proposals under this call will be combined with the technical audit of the ACTS projects originating from the first call.

The second call for proposals for the ACTS programme is aimed at addressing the current priorities for EU policy in the context of the Fourth Framework Programme for research and technological development and demonstration and the relevant Council decisions. Now that the ACTS call has resulted in a substantial programme, the priorities for the second call fall into the following two categories:

- Additional technical work;
- Issues relating to the widening of the involvement of different groups in the programme.

The style of the "Evaluation" and "Technical Audit" will follow previous practices which will has proved successful. In order that the evaluation be fair and equitable to all those concerned, it will be carried out by appropriate experts who are independent of the Commission and of the proposers themselves.

The evaluators/auditors will be required to have an in-depth level of expertise in one or the more of the research and technological development areas of the ACTS work programme as indicated below. They will also need a good understanding of commercial versus pre-competitive research and of the distinct development trends in their own areas. Given the fact that the concept of trials is strongly embedded in the ACTS programme, experience in broader aspects such as market introduction and management services, usability (social and psychological factors), content availability and the interest and relevance of advanced communications to SMEs, is of particular relevance.

The areas covered by the programme are:

Area 1: Interactive digital multimedia services;
Area 2: Photonics technologies;
Area 3: High-speed networking;
Area 4: Mobility and personal communications networks;
Area 5: Intelligence in networks and service engineering;
Area 6: Quality, security and safety of communications services and systems;
Area 7: Horizontal.
