The European Commission, DG XIII, has published a revised version of its handbook on "Solutions for Telematics in European Public Services", otherwise referred to as the STEPS handbook. The STEPS handbook was initiated by the Commission's ENS (European Nervous Systems) programme (1990-1994) which was created to give support for the establishment of trans-European electronic information exchange networks between administrations. The handbook is designed to assist users in the development of telematics systems. It provides examples of problems likely to be encountered and sets out possible solutions to these problems. These are divided into the following main areas: - User requirements; - Supply of services; - Support systems; - Operational environment; - Finance and economics; - Standards; - Prospective issues. The publication is targeted primarily at system managers responsible for the implementation of new telematics applications. It should also be of interest to users involved in cross-border cooperation between administrations and to senior managers.
