The new Telematics Applications programme was launched on 23 November 1994 as a specific programme of the Fourth Framework Programme. The programme runs from 1994 until 1998 and will fund research and technological development and demonstrations of applications using information and communications technologies in four main areas: - Telematics for services of public interest; - Transport: aimed at developing applications to improve the management of all modes of transport, in particular road, air and multimodal transport, whilst facilitating the safety and comfort of users; - Telematics for knowledge: research focuses on the development of new methods of access, sharing and up-dating of knowledge; - Telematics for improving employment and the quality of life: telematic systems and services to improve employment and the quality of life by promoting better use of land, by raising the degree of autonomy of the less favoured social groups, such as the elderly and the handicapped, and by permitting more effective protection of the environment; The programme will also fund horizontal RTD activities in the areas of telematics engineering, language engineering and information engineering. In addition, programme support actions addressing issues common to all the sectors will be funded. A rolling call for proposals for support actions under the Telematics Applications programme was published on 15 September 1995 (OJ No C 240 of 15.09.1995 p. 11). Under this call, consortia of organizations are invited to submit proposals for programme support actions on a cost-shared basis, or on a 100% actual-costs basis, in the following areas: - Awareness, dissemination of results and promotion of telematics (tasks SU 3.1 to 3.13); - International cooperation (tasks SU 4.1 to 4.4); - Training (tasks SU 5.1 to 5.3). Proposals may be submitted at any time until 15 June 1998. The budget allocated to this area amounts to ECU 5 million per year, giving a total of ECU 15 million over the three years of the call. The Telematics Applications programme is open to organizations from Central and Eastern Europe. Their participation can be funded, within the budget limits, by the European Commission, set out in the specific programme for the promotion of international cooperation in the field of Community research with third countries (INCO). An optional outline proposal may be submitted for pre-screening and consultation involving the Commission services, if so desired by the proposers. This should be submitted at least six weeks before submission of the full, formal proposal. Full details of the tasks and the eligibility, evaluation and selection criteria are included in the information package (version dated 15 September 1995) which describes how to make a full, formal proposal. The Commission services may reject a proposal which does not follow the procedures outlined in the information package. Potential proposers are, therefore, strongly advised to obtain all necessary information before making a proposal.
