The European Commission, DG XXIII, has published an invitation to tender for the identification of means to facilitate the participation of SMEs in the Community's Environmental Management and Audit Scheme (EMAS) (Regulation No 1836/93). The Commission intends to contract the services of approximately 50 consultants for a pilot action carried out throughout the Member States of the European Union and the European Economic Area (EEA). These 50 consultants will operate under the guidance of a European coordinator already selected and national coordinators proposed by Member States. The objectives of the pilot action are: - To develop a European-wide applicable methodology to assist industrial SMEs, of preferably small size, seeking to establish environmental management systems with a view to being registered under EMAS; - To assist participating pilot-SMEs in the design and implementation of environmental management systems that satisfy the requirements of the EMAS regulation; - To identify and analyse weaknesses, opportunities and adjustment needs of SMEs resulting from the implementation of the EMAS regulation, and to present a report to the Commission on structural and other measures needed to facilitate participation in the EMAS scheme, including an assessment of the need for revision of the regulation.
