The EU Council of Ministers has published the text of its common position of 19 March 1996 on the proposed Council Directive on the control of major-accident hazards involving dangerous substances. The aim of the proposed Directive is to renew and update Directive 82/501/EEC. The Council, in its common position, has introduced amendments concerning two of the annexes to the proposed Directive. Firstly, the Council has added to the minimum data and information required to be considered in safety reports which operators submit to Member States. Secondly, a new annex, requested by the European Parliament, is intended to reflect in tangible form the emphasis placed on prevention of major accidents. This contains the elements to be addressed by the safety management system to be drawn up in the safety reports.
