The Council of Ministers of the European Union has published the text of its common position on the proposed Regulation on development cooperation with South Africa. Amendments adopted by the Council added protection of the environment as an area covered by the proposed Regulation, and approved Community-based organizations as eligible partners for financial assistance. Programming of activities should be carried out in cooperation with the South African government, in line with an amendment of the European Parliament. The Council also added an expiry date for the Regulation of 31 December 1999, and introduced a financial reference amount of ECU 500 million for the four-year period (1996-1999).
