On 22 April 1996 the EU Council of Ministers and the European Commission ratified an additional protocol to the Europe Agreement between the European Communities and Slovakia allowing Slovakia to participate in Community programmes. The additional protocol was signed by the two parties on 11 December 1995. The protocol will apply to participation by Slovakia in Community framework programmes, specific programmes, projects or other actions in the following fields: - Research and technological development; - Information services; - Environment; - Education, training and youth; - Social policy and health; - Consumer protection; - Small and medium-sized enterprises; - Tourism; - Culture; - The audiovisual sector; - Civil protection; - Trade facilitation; - Energy; - Transport; - The fight against drugs and drug addiction. In general, participation in Community activities by Slovakia will be based on the principle that Slovakia meets the costs resulting from its participation. However, the Community may decide, on a case-by-case basis, to pay a supplement to Slovakia's contribution.
