EU and South Africa agree on cooperation in science and technology
Mrs. Edith Cresson, Commissioner responsible for research, education and training, and Dr. Ben Ngubane, South African Minister for arts, culture, science and technology, meeting in South Africa on 14 May 1996, expressed their delight at the successful conclusion of the negotiation of the Science and Technology Cooperation Agreement on 7 May 1996. The Agreement will extend cooperation between the EU and South Africa to all research areas of the Fourth RTD Framework Programme. European researchers will also be able to participate in similar projects in South Africa. The Agreement will not involve the direct transfer of funds, since each side will bear its own costs. South Africa will, however, still be eligible for Community funding for activities undertaken under the specific RTD programme for international cooperation (INCO). This continuing eligibility is seen as important by both sides, and some 12 South African research teams are currently participating in INCO projects. Both Mrs. Cresson and Dr. Ngubane confirmed that they would take the necessary steps to ensure the signature and ratification of the Agreement as soon as possible.
