During the General Affairs Council in Brussels on 13 May 1996, the Council of Ministers of the European Union approved an action plan for Russia. The action plan aims to establish a strong partnership between the EU and Russia, so as to promote democratic and economic reforms, reinforce respect for human rights and consolidate peace, stability and security in Europe. The actions contained in the plan include: - Contributions to the democratic reforms in Russia; - Economic cooperation in the following areas: . Protection of contractual relations; . Development of commercial relations, and the integration of Russia in the international economy; . Regional cooperation; . Energy and nuclear safety; . Environment; . Modernization of production systems; . Humanitarian assistance; - Cooperation in the areas of justice and internal affairs; - Questions relating to European security; - Foreign policy. Many of the actions contained in the plan will be implemented through the Community's TACIS technical assistance programme for the independent States of the former Soviet Union.
