A Commission proposal for a Council Regulation (included in COM(91) 431), noting that EEC forests are continuing to deteriorate and stating the need for the collection of precise data on a number of forest pollutants, sets out amendments to the Articles of Regulation (EEC) No 3528/86 on the protection of the Community's forests against atmospheric pollution. The purpose of the amendments is to prolong and supplement the Community scheme established by that Regulation, in order to help Member States make a periodic inventory of damage caused to forests, to undertake continuous intensive surveillance of forestry ecosystems, and to create or extend a network of permanent observation plots to these ends. The duration of the scheme is of 10 years as from 1 January 1987.
