A proposal for a Council Regulation on the protection of the Community's forests against fire (included in COM(91) 431), aims to reduce the number and extent of fire outbreaks and areas burnt by directing the Community's contribution towards combating the causes of fire and improving fire prevention and forest surveillance. To this end, the proposal sets out a scheme comprising: Measures to identify the causes of forest fires; measures to set up or improve systems of prevention; measures to set up or improve monitoring systems; accompanying measures including the training of highly specialized personnel plus analytical studies or demonstration projects to try out new methods, techniques and technologies likely to enhance the scheme's effectiveness.
