EC Agreement on telecommunications procurement with Israel
The European Commission has published a proposal for a Council Decision concerning the conclusion of an Agreement between Israel and the European Community on procurement by government and telecommunications operators. The Agreement aims to secure reciprocal, transparent and non-discriminatory access of both parties' suppliers and services providers to purchases of products and services, including construction services, by telecommunications operators of both parties. Open procurement procedures will be followed on contracts awarded by telecommunications operators having a value greater than ECU 600,000 (SDR 355,000) for supplies and services, and ECU 5 million (SDR 8.5 million) for construction services. The Agreement also establishes challenge procedures and dispute settlement mechanisms.
