The European Commission, DG XIII, has launched an open call for tenders for a study on adapting the EU telecommunications regulatory framework to the developing multimedia environment.

In the context of the political agreement for full telecommunications liberalization (in both services and infrastructure) in the EU by the beginning of 1998, the Commission intends to launch a study which will examine issues related to the adaptation of the EU telecommunications regulatory framework to the developing multimedia environment.

The Commission is anxious to ensure that its regulatory proposals for telecommunications networks and their use are consistent with the underlying principles, but flexible and forward-looking in respect of commercial and technological developments in the market place.

The purpose of this study is to look beyond the current commercial situation and assess the ways in which the current and proposed regulatory framework for the 1998 telecommunications liberalization will need to be adapted in the medium term for the broader multimedia environment.

The study, which will be used in forthcoming Commission policy documents on the telecommunications regulatory framework, should be completed within six months.
