Call for proposals for SMT programme: Support for Community policy
The European Commission, DG XII, has published a call for proposals for research and technological development activities under the specific RTD programme in the field of standards, measurement and testing (SMT) (1994-1998). The RTD activities included in the call cover the following areas of the work programme: 2.1. Shared cost: RTD projects for the following themes of the specific programme: - Theme I: Measurements for quality European products; - Theme II: Research related to written standards and technical support to trade; - Theme III: Measurements related to the needs of society. This call is restricted to the following RTD subjects identified by the Commission as necessary for the support of the development or implementation of Community policy, including European standardization: - Category I: Subjects related to the standardization activities of CEN: 1. Implementation through standardization of vibration requirements of the Machinery Directive for agricultural mobile machines; 2. Assessment of working life of buildings and building products through characterization of degradation environment and modelling of degradation; 3. Evaluation of test methods on fire resistance of materials used in railway vehicles; 4. Safety of machinery: harmonized validation methods for safety-related complex electronic systems; 5. Development of methods of test for EN-71-5 Safety of Toys: toys based on the use of chemical products other than experimental sets; 6. Reduction in strength of softwood used in pallet recycling and repair; 7. Transient pressures in pressurized conduits for municipal water supply and sewage water transport; 8. Co-normative research on determining realistic surface to volume (s/v) ratios for water fittings and ancillaries; 9. Safety of machinery - temperature of touchable surfaces - ergonomics data to establish temperature limit values for cold surfaces; 10. Development of methods to characterize acoustic flanking transmission by construction elements; 11. Pilot studies of CEN draft protocols for evaluating the emission of airborne hazardous substances from machines; 12. Explosive atmospheres - risk assessment of unit operations and equipment; 13. Dishwasher resistance of domestic tableware: development of a rapid immersion test; 14. Tumble drying: behaviour of textiles made from temperature-sensitive fibres; 15. Long-term properties of GRP piping systems for the transport of drinking water and for sewerage; - Category II: Methods development in support of Community policy: 16. Electromagnetic dosimetry for mobile communications; 17. Community method for the detection and the diagnosis of potato brown rot (pseudomonas solanacearum); 18. Preparation of recommended diagnostic protocols for the quarantine of harmful organisms listed in Council Directive 77/93/EEC; 19. Validation of test guidelines on the impact of plant protection products on arthropods; For each of the abovementioned subjects a document has been produced detailing the objectives to be met. This must be requested together with the programme information package before attempting to develop a proposal. Proposals for research objectives other than those listed above will not be accepted. The work programme, the information package containing the procedures to be followed for the submission of proposals and the model contract to be established for approved proposals are available from the Commission upon request. A description of work undertaken in previous related programmes will also be provided upon request.
