The Commission's proposal for a Council Regulation establishing a financial instrument for the environment (LIFE) (COM(91) 28) was approved by the European Parliament on 13 September 1991 with numerous amendments. The stated objectives of LIFE are: To strengthen and increase the effectiveness of administrative structures or services designed to ensure the implementation of environmental provisions; to help control and reduce the various forms of pollution; to help protect sensitive areas and maintain biogenetic diversity; to provide technical and financial support, outside the Community, for the implementation of international conventions and the resolution of common or global problems. In an initial phase covering 1991 and 1992, it is proposed that LIFE shall finance the following actions as a priority: Actions answering the eligibility criteria of the existing environmental financial instruments (ACE, MEDSPA, NORSPA, ACNAT); actions aiming to resolve particularly serious environmental problems or problems of particular Community interest; technical assistance and financial support actions in third countries. A Parliamentary amendment also emphasizes actions aimed at providing industrial sectors with a Community based approach to existing or future environmental problems related to these branches of industry.
