In the context of the third Framework programme for research and technological development, a Council Decision of 28 November 1991 adopts a research and education programme in the field of nuclear fission safety (1990 to 1994). The objectives of the programme are twofold: - Area 1 (Radiation protection) seeks to provide the scientific knowledge for an objective assessment of radiation effects and risks, and to determine methods to optimize radiation protection. Topics include: Human exposure to radiation and radioactivity; effects of radiation exposure on man (assessment, prevention and treatment); risks and management of radiation exposure. - Area 2 (Reactor safety) aims to contribute to a satisfactory definition of the safety requirements for future generations of nuclear power plants, and to improve confidence in safety analyses, by promoting consultation between parties concerned from all Member States including those without a nuclear power programme. It covers: Accident progression analysis; behaviour and qualification of the containment system; accident management and control. Funds estimated as necessary for the execution of the programme, which is adopted for the period 28 November 1991 to 31 December 1994, amount to ECU 35.64 million, including expenditure on staff and administration of ECU 6.94 million, plus ECU 0.36 million to be contributed to centralized action for disseminating and exploiting the results. Rules for implementing the programme are annexed to the Decision. Area 1 will be implemented mainly through shared-cost research projects, in which Community financial participation shall normally not exceed 50%. Activities in Area 2 will be carried out via concerted action, covered by contracts as appropriate, consisting of actions by the Community to coordinate research undertaken in the Member States. Concerted actions may benefit from funding of up to 100% of coordinating expenditure. In both areas, accompanying measures shall include the organization of seminars, workshops and conferences, the creation of integrating groups and training programmes plus promotion of the exploitation of results.
