The Council of Ministers has published the text of Directive 96/29/EURATOM, adopted on 13 May 1996, laying down basic safety standards for the protection of the health of workers and the general public against the dangers arising from ionizing radiation. The Directive requires the reporting and authorization of all practices which involve a risk from ionizing radiation emanating from an artificial source or from a natural radiation source. The Directive lays down dose limits for workers and conditions for the monitoring and medical surveillance of exposed workers. The Directive also applies to radiation protection for the population in both normal circumstances and interventions in cases of radiological emergencies.
