The European Commission, DG XXI, has launched an open call to tender for computer services related to the TARIC CN (combined nomenclature) management project, part of the Interchange of Data between Administrations programme. The CN Regulation is the basic legal instrument for the classification of goods and for the determination of the relevant customs duties. It contains mainly the nomenclature and the autonomous and conventional customs duties. Currently, the final draft of the CN Regulation submitted to the Commission has been prepared by way of a "classic" manuscript (i.e. by hand, and by cut and paste). Further use of the information requires data recapture in the various systems (Office for Official Publications of the European Communities, DG XXI production databases, etc.). No system is available for inquiry purposes. The new system to be developed must provide functionality covering management of changes, together with text-processing features, input and output bridges and inquiry facilities. The work to be subcontracted covers the following phases of the project's lifecycle: - System specification; - Design; - Build, test and running-in. The project is expected to start in February 1997, and should be completed within two years. Tenderers should demonstrate experience in the project field, as well as linguistic competence in most Community languages.
