The European Commission, DG XVI, has published an open call to tender for a study on the regional and territorial aspects of development in the Danube countries relating to the European Union. The study will have to concentrate on territorial aspects of the core countries of the "Danube Space" (DS), while considering the peripheral and neighbouring areas (particularly the EU, the northern part of Central and Eastern Europe, the CIS, and the Black Sea and Mediterranean regions). The purpose of the study is to lay the ground for a better understanding of development challenges, opportunities and requirements in a transnational context, with particular attention given to regional aspects with a middle-term perspective. In general the study must be orientated towards the goal of stabilizing development in the area, as a crucial contribution to stability and peace in Europe. The consultant will be called upon to: - Provide a consistent framework of regionalized, inter-regionally and internationally compatible information of a basic nature; - Identify and analyse territorial aspects of the impact of developments in the DS on the EU and submit modification proposals, in the light of pre-accession strategies and taking into account the existing environmental situation; - Establish a quantitative scenario of most probable future development paths for a transnational framework of development strategies by the DS for the middle term up to 2010, and establish and assess a resource-orientated view of priorities of development activities and appropriate programmes and instruments; - Organize two seminars: one on the progress of the study and one for the dissemination of the information in a final report; - Translate the report into German, French and/or English. The contract runs for an estimated 18 months and should be concluded by the beginning of 1998.
