Study on global navigation satellite systems

The European Commission, DG VII, has launched an open call to tender for a study in the framework of the Global Navigation Satellite System (GNSS) programme. GNSS is a component of the trans-European transport network. The aim of the study will be to identify the cost structure related to the development of a space-based positioning service. The study will also analyse the benefits to the users from all sectors (multimodal transport, surveying, geodesy, fisheries, agriculture, etc.) of the development of a European contribution to a global navigation satellite system. The study should take account of the inter-regional contributions to a global system and interoperability requirements to ensure a seamless navigation service. Use of existing navigation and positioning aids should also be considered. The study will be organized in three steps: - Phase 1 should present a comprehensive assessment of the costs of each of the main phases of developing GNSS up to full operational capability; - Phase 2 will address the likely benefits from each phase of the GNSS system. The benefits of the GNSS system should be identified for each main group of users in transport and other fields; - Phase 3 will attempt to present the costs and benefits of the main phases of the GNSS system in the form of a balance sheet. This phase will consider the possibility of raising revenue from the users and present proposals to that end. The study should last nine months from the date of signature of the contract.
