The European Commission, DG VII, has launched an open invitation to tender for a study to design an international civilian-controlled global navigation satellite system (GNSS). GNSS is a component of the trans-European transport network. The object of the study will be to identify research and development action needed for the design of an international civilian-controlled GNSS. Candidate systems will be studied to identify and initiate critical research and technology developments and carry out early trials of GNSS concepts. Specific research should be carried out to define GNSS certification requirements and to analyse the integration of local area augmentations to fulfil emerging user requirements.
