The Council and Parliament Decision (No 1692/96/EC) of 23 July 1996 on Community guidelines for the development of the trans-European transport network has been published in the Official Journal of the European Communities. The guidelines for the networks, initially proposed by the Commission in early 1994, were adopted by the Council and Parliament under the codecision procedure. The draft Decision was the subject of long and difficult discussions between the Parliament, Council and the Commission and the text was only agreed in the conciliation committee as the deadline for agreement approached. The guidelines cover the objectives, priorities and broad lines of measures envisaged in the area of trans-European transport networks. In addition, they identify projects of common interest which are eligible for Community finance. The scope of the network includes transport infrastructure, traffic management systems and positioning and navigation systems.
