Community structural assistance to Belgium

At the proposal of Mr. Padraig Flynn, Commissioner responsible for employment and social affairs, the Commission has approved an extension of the Community Support Framework (CSF) which provides for Community structural assistance for Belgium. Assistance will be made available from the European Social Fund (ESF), under Objective 4 (facilitating the adaptation of workers to industrial change and to changes in production systems), for the extended period 1996 to 1999. Standing at ECU 70 million for the period 1994-1999, ESF assistance represents a little under 40% of funding under this CSF. Formal adoption is subject to a favourable opinion from the Committee referred to in Article 124 of the Treaty (the Fund is administered by the Commission, which is assisted in this task by a Committee chaired by a Member of the Commission and composed of representatives of governments, trade unions and employers' organizations). The Community Support Framework (document drawn up jointly by the Member State and the Commission setting out the priorities for assistance, the resources required and the operational programmes) aims to promote the adaptation of workers to technological development through action in the following specific priority areas: - Priority 1: Anticipating trends in the employment market and qualifications; - Priority 2: Improving training and advisory systems; - Priority 3: Developing training and guidance for individual workers; - Priority 4: Measures with an impact over the whole of the CSF. By extending the CSF for Objective 4, the Commission hopes to make a significant contribution, through ESF assistance, to Belgium's efforts in the field of adapting to industrial change and developing human resources.
