A Commission proposal submitted on 13 December 1991 (COM(91) 555) for a Council Decision amending Decision No 90/233/EEC of 7 May 1990 establishing a trans-European mobility scheme for university studies (TEMPUS), extends the pilot phase of the scheme (originally adopted for three years) for a further academic year, to the end of June 1994. The essential purpose of this extension is to allow the Council, the European Parliament and the Economic and Social Committee sufficient time to examine a Council proposal (to be submitted by 31 December 1992) for the continuation or adaptation of TEMPUS beyond the initial pilot phase. The aim of TEMPUS is to promote the quality and support the development of higher education systems in countries of Central and Eastern Europe designated as eligible for economic aid, and to encourage their interaction with partners in the EC through joint activities and mobility.
