A Council Decision of 28 April 1992 amends Decision No 90/233/EEC establishing a trans-European mobility scheme for university students (TEMPUS). The Decision (No 92/240/EEC) extends the pilot phase of TEMPUS for a further academic year to give the European Parliament, the Council and the Economic and Social Committee sufficient time to examine, on the basis of the TEMPUS interim evaluation available in April 1992, the Commission proposal for the continuation or adaptation of the scheme beyond the initial pilot phase (this proposal to be submitted to the Council before the end of 1992). Equally, it is appropriate that the Commission should be able to avail itself of the evaluation before elaboration of the proposal, and essential to the continuity of the scheme that its framework for the 1993/94 academic year be defined as soon as possible in 1992. Hence the Amendment to the Decision establishing TEMPUS adopts the scheme for an initial period of four years beginning 1 July 1990.
