The European Commission has, at the initiative of Mrs. Edith Cresson, Commissioner responsible for research, education and training, proposed the launch of a European Voluntary Service programme. The proposed programme, put forward by the European Commission at its meeting of 5 December 1996, is intended to reinforce European solidarity by enabling young Europeans to take part in voluntary activities in other countries. These could, for example, cover areas such as the fight against social exclusion, humanitarian aid, protection of the environment, and cultural activities. Following an initial pilot project, involving some 2,500 young people, the Commission now wishes to expand the action further. The "European Voluntary Service for Young People" programme will cover the period 1998-2002. For the initial stage (1998-1999), the proposed budget is ECU 60 million.
