The European Commission, DG XXII, has launched a restricted invitation to tender for a study on third country aspects relating to the proposed multiannual programme for a European Voluntary Service. The Commission has just adopted a proposal for a Decision establishing a multiannual programme for a European Voluntary Service. This proposal includes a section for activities with third countries. This type of activity has already been tested within the framework of a pilot action for a European Voluntary Service, but more extensive investigations need to be carried out producing results which will enable an evaluation to be made of the potential of these activities, and the specific characteristics of this field, from the viewpoint of a large-scale multiannual programme. The aim of the study is, therefore, to examine in detail a certain number of problems relating to integration, within the framework of a multiannual programme for a European Voluntary Service, of a specific section concerning third countries. This study should be completed within six months. Because the Council is planning to adopt a common position on the proposed Decision in June 1997, there is a need for the study to be completed as quickly as possible. For this reason, the Commission is implementing the accelerated procedure for tendering. Potential contractors selected from those submitting requests to participate will be invited to tender for the study. Requests to participate must be accompanied by evidence of the tenderer's: financial and economic capacity; experience in assessing similar programmes; knowledge of youth programmes; and capacity to establish a team to carry out the tasks in the contract.
