The Commission submitted on 27 January 1992 an amended proposal for a Council Decision on the dissemination and exploitation of knowledge resulting from the specific programmes of research and technological development of the Community (COM(92) 7 of 27.01.1992). Dissemination and exploitation of knowledge shall be carried out within the specific RTD programmes and also by means of a centralized action entailing an estimated budget of ECU 57 million levied from the appropriations for the specific programmes. An indicative breakdown of expenditure is annexed to the amended proposal. The centralized action shall ensure overall coordination and cohesion in the field covered by the Framework programme. It aims to give specific added value to RTD activities, providing continuity for several measures carried out under the VALUE programme and introducing new topics related particularly to RTD repercussions and results in terms of society as a whole. Three guiding principals are those of horizontality (measures to publish and utilize results must apply to the whole range of Community RTD activities), internal complementarity (the centralized action supplements and coordinates actions taken within the specific programmes and also concentrates on activities requiring specialized infrastructure such as computerized information systems and "relay station" networks) and subsidiarity (taking account of synergy between public and private activities and Community RTD, in conjunction with other Community measures such as regional development programmes and SPRINT, to establish a single space for the utilization and transfer of technologies and know-how obtained from RTD). Areas include: - Interface between research and industry: New channels of information for companies (a network of relay stations plus the CORDIS information service); utilization of results; protection of results; promotional activities. - Interface between research and the scientific community: Institutions of research; communication, economics and management of research. - Interface between research and society: Contribution to the assessment of the social impact of science and technology; communication with the public; analysis of public demand and new requirements. The proposal also sets out rules related to the Community's specific RTD programmes, in particular concerning intellectual and industrial rights, arrangements for dissemination of knowledge and conditions for the exploitation of results. It is to be adopted from the date of publication in the Official Journal of the first Decision adopting a specific programme under the third Framework programme to 31 December 1994.
