ESC opinion on the proposed programme of activities of the Joint Research Centre
The Economic and Social Committee (ESC) adopted on 18 December 1991 a unanimous opinion on the Commission's proposals for Council Decisions with regard to the programme of activities of the Joint Research Centre, 1992-1994 (COM(91) 281 of 22.7.1991). After describing the main aspects of the blueprint for JRC reform prompted by the implementation since 1987 of the Single European Act and the adoption of the Framework programme 1987-1991, the ESC goes on to make a detailed assessment of the JRC's programme for 1992-1994, describing scientific and technical activities in the context of the present proposals and discussing the allocation of financial and human resources. The Committee makes a number of recommendations, particularly in the areas of non-nuclear energy and energy saving, nuclear safety, and human capital and mobility. The role the JRC plays in integration of R&D in the Community and the perspective for longer-term development are also examined. In its final observations, the Committee reiterates its endorsement of the changes which have taken place at the JRC since 1988 and the progress which has been made towards enhancing the quality and increasing the relevance of the research work undertaken.
