The Human Capital Development (HCD) suite is an innovative software application tool. It has been developed to support goal-driven learning processes according to the needs of a company and/or an individual learner.

The ELENA project focused on developing 'Smart Spaces for Learning'(TM), which are open environments for supporting learners in optimising their learning capabilities. Tackling technical, organisational and pedagogical issues, the project work resulted in the design and implementation of a smart space. This space hosts interconnecting learning services that empower learners, who are able to select among a wide range of sources to achieve their personal learning goals. One of the key project results was the HCD suite aimed to support goal-driven human capital development processes. Based on the Human Capital Development (HCD) Cycle approach, the tool allows collection of, and structures all the different activities related to training management. Such activities include design, planning, administration, monitoring, and evaluation of learning/training in companies. A primary goal was to match identified knowledge gaps with offers from different service providers. In order to accomplish this, the HCD suite makes available heterogeneous learning resources ranging from e-learning courses to in-house tutoring. The innovative system may be employed by all those involved in the collaborative decision process, that is, potential learners, managers, and human resource developers. The open source application is offered to developers for further advancement including specific modules such as new software for creating java based online surveys. Online surveys can be easily employed under different contexts and for different purposes and therefore, they might be very interesting to a broad range of communities.
